8. non-factual language? you mean non-factual info? :o
it's not like you can't, but you shouldn't. it's an information report, so it should be written based on the real facts. but some people will just make up stories, like what we see in tabloid.

9. it should have: Title Section, Summary, Introduction, Body, Conclusion, Recommendations, etc.

10. a formal language because it will be read by many people :)
